Ask three HR teams what a team offsite costs and you will get three very different answers, all of them confident and none of them checkable. Budgets get built from a vendor's rough quote, last year's number plus inflation, or a spreadsheet someone inherited.
We priced 43 domestic and international destinations against live flight fares and current visa rules to answer the question properly: what does a corporate offsite actually cost per person in India right now? Some of what came out was expected. Some of it contradicts how most companies budget.
For a 40-person team, two nights, four-star stay, flying out of Delhi:

A near-city offsite costs roughly a third of a domestic flight trip at the same hotel star rating, and about 15% of an international one. That gap is almost entirely travel. The hotel is broadly similar; getting people there is not.

Going from 4-star to 3-star saves about ₹4,104 a head. Going from a domestic flight destination to a drivable one saves about ₹16,972 a head. Most budget conversations spend their energy on the first lever.
This runs against intuition, and against how a lot of offsite budgets get modelled. Same domestic trip, varying only headcount:

Per-person cost falls as the group grows, because hotels genuinely negotiate lower per-room rates on block bookings. The step-downs are real but modest: roughly 5% above 30 people, 10% above 75, 15% above 150. The practical implication is about how you present a budget. Finance teams reviewing a large offsite often assume cost scales linearly with headcount. It does not.
Of the 22 international destinations we priced, 9 cost Indian passport holders nothing to enter: Bangkok / Pattaya, Phuket, Sri Lanka, Nepal, Kuala Lumpur, Maldives, Mauritius, Hong Kong, Almaty. The rest range from ₹2,100 to ₹17,300 per person.

On a 40-person team, Dubai's e-visa alone is ₹2,28,000 before anyone boards a flight. Istanbul is ₹6,92,000. That is not a rounding error, and it is the single most common line item missing from back-of-envelope international offsite estimates.
Two details trip teams up. Bhutan requires no visa for Indian passport holders, but charges a Sustainable Development Fee of ₹1,200 per night, so it scales with trip length rather than being a one-time cost. Istanbul is an outlier because the cheap e-visa is only available to travellers who already hold a US, UK or Schengen visa; everyone else pays for a sticker visa.

Udaipur is the interesting case. It is closer to Delhi than Goa, but costs ₹4,500 more per person, because fewer airlines fly it. Route competition sets fares more than distance does.

Kashmir at ₹12,200 is cheaper to fly to than Goa at ₹13,000. It is routinely assumed to be a premium-cost destination and is not, on the travel leg.

Bhutan at ₹49,000 is the anomaly. It is the closest international destination to India on this list, and among the most expensive to fly to, because only two airlines serve the route. Seat capacity, not distance, sets that price.
Flight fares and vehicle rental rates are checked live against current listings, not estimated. Train fares scale with actual origin-to-destination distance using a base-plus-per-km model reflecting how Indian Railway pricing works over short versus long hauls. Five-star stay rates are calibrated from a real dataset of Indian metro hotel pricing by star rating. Venue and stay rates step down 5-15% for groups over 30, matching how hotels negotiate block bookings.
Remaining stay, activity and facilitator rates are directional market estimates, not vendor-confirmed quotes. All figures assume departure from Delhi/NCR; origin city changes the travel component. Every number in this report is computed by the same engine behind the free calculator below.
